The CIPD Foundation Certificate in People Practice Level 3 (RQF), awarded by the Chartered Institute of Personnel and Development (CIPD), is the established entry-level qualification for those beginning a career in HR, people management, or a related business support function. It is set at Level 3 on the Regulated Qualifications Framework (RQF) and is the qualification that leads to Foundation CIPD membership, the first professional grade in the CIPD membership framework.
The certificate consists of four mandatory units: Business, Culture and Change in Context; Principles of Analytics; Core Behaviours for People Professionals; and Essentials of People Practice. Together, these units give learners a broad and practical foundation in how organisations function, how data informs decision-making, what it means to practise HR ethically and inclusively, and how recruitment, selection, and performance processes are designed and managed. The four units are carefully sequenced to build knowledge progressively, from understanding business context through to the practical application of people practice skills.
The Essentials of People Practice unit includes a practical element: learners are required to conduct a mock recruitment exercise, including preparing a job description, shortlisting candidates, conducting a structured interview (recorded, with a friend or family member as the candidate), and uploading the recording to their tutor for assessment. This practical task ensures that learning moves beyond theory into real-world application, even for those who are not yet working in an HR role.
All study is delivered online through a dedicated learning platform that is accessible 24 hours a day, 7 days a week. Assessment is assignment-based throughout. There are no time-pressured examinations. Learners work with a dedicated personal tutor who provides feedback on each assignment and guides them through the qualification from enrolment to completion.
