RICS APC Pathway for Quantity Surveyors

The RICS APC (Assessment of Professional Competence) is the final professional assessment that awards MRICS chartered status. It requires a minimum of 24 months of structured work experience logged against the QS and Construction pathway competencies, at least 96 hours of recorded CPD, a written Candidate Summary of Experience, a Case Study, and a Final Assessment interview with an RICS panel.

For learndirect diploma graduates, the route runs: Level 4+5 Diploma (18 months) → RICS-accredited BSc top-up → 24 months structured employment → APC submission → MRICS. Typically 5–6 years from enrolment to chartered status, per RICS chartered surveyor guidance.

Choose Your RICS Entry Route

Diploma graduates who complete a RICS-accredited BSc (Hons) top-up enter via the Structured Training Route – 24 months supervised by an RICS-member counsellor. Complete the Level 4+5 Diploma and BSc (Hons) Top-Up

The learndirect Level 4+5 Diploma (SEG Awards, refs 610/2941/5 and 610/2942/7) covers 12 units, 240 credits, 720 GLH over 18 months. Progress to a RICS-accredited BSc top-up – DMU at £9,535 for 2025/26. Combined: ~£11,920, saving ~£16,646 versus UBE's part-time BSc.

Secure a QS Role With an RICS APC Structured Training Agreement

Ask employers specifically whether they run an RICS APC scheme and have a counsellor available. RICS Structured Training Employer Partners have committed to providing APC-quality supervision. Graduate salary: £25,000–£30,000 nationally (£30,000–£40,000 in London), per Maxim Recruitment 2025/26.

Log Experience and Submit APC Documentation

Over 24 months, log experience quarterly via the RICS APC diary system. At the end of the period, submit: Candidate Summary of Experience (~3,000 words), a 3,000-word Case Study, CPD record (minimum 96 hours), and Diary log – all countersigned by your RICS-member counsellor.

Sit the Final Assessment Interview – Achieve MRICS

The Final Assessment is a 60–90-minute interview with 2–3 RICS assessors covering your Case Study, competency evidence, and professional ethics. On passing, you are admitted to MRICS membership. Chartered QS salaries: £42,000–£58,000 nationally (£55,000–£65,000 in London), per RICS career data.

QS APC Competency Framework – Mandatory and Technical

The RICS QS Pathway specifies mandatory competencies (all pathways) and QS-specific technical competencies. Each is assessed at Level 1 (knowledge), Level 2 (application), or Level 3 (advice).

Mandatory Competencies (All RICS Candidates)
  • Ethics, Rules of Conduct and Professionalism – Level 3. Most commonly failed competency; requires reasoned ethical decisions from real scenarios.
  • Client Care – Level 2. Managing relationships, handling complaints, maintaining service standards.
  • Communication and Negotiation – Level 2. Written/verbal communication and commercial negotiation.
  • Health and Safety – Level 2. CDM 2015, site safety, risk assessments.
  • Business Planning, Accounting Principles, Conflict Avoidance, Sustainability – Level 1–2.
QS Technical Competencies (Pathway-Specific)
  • Cost Management – Level 3. Core QS competency: cost planning, interim valuations, final accounts, cost reporting. Usually the Case Study centrepiece.
  • Procurement and Tendering – Level 3. Procurement routes, tender documentation, contractor selection, and contract strategy advice.
  • Contract Practice – Level 3. JCT and NEC4 administration; payment; variations; extension of time; final account.
  • Quantification and Costing – Level 2. NRM2 measurement; BCIS rates; bill preparation.
  • Construction Technology – Level 1. Optional competencies: Commercial Management, Risk Management, Project Financial Control.

RICS offers four entry routes. Diploma graduates completing a RICS-accredited BSc top-up use Structured Training. Those without an accredited degree apply for Preliminary Review first.

Frequently Asked Questions – RICS APC for Quantity Surveyors

Yes – via the Preliminary Review route, where RICS assesses whether a Level 4+5 Diploma plus experience is equivalent to an accredited degree. The simpler path for most diploma graduates is completing the RICS-accredited BSc top-up at De Montfort University (£9,535 for 2025/26), after which the Structured Training route is fully open.
Typically 5–6 years from enrolment: 18 months diploma, 12 months BSc top-up, 24 months minimum structured experience, then submission and Final Assessment. Candidates who enter a QS role during study can compress to 4–5 years. The RICS chartered surveyor page confirms the 24-month minimum.
Industry figures suggest approximately 70–75% pass at first attempt. Failure most often relates to insufficient Ethics evidence, inadequate Cost Management depth, or a Case Study lacking clear personal responsibility. Candidates with strong counsellor support and mock interviews perform significantly better. If referred, you can resubmit at any subsequent window with no limit on attempts (each requires a new fee).
Annual student membership (~£200–£250/year), Final Assessment fee (~£500–£600), plus optional preparation courses (~£200–£500). Many employers cover some or all APC costs under their graduate scheme – ask about fee support at offer stage. Total individual APC cost: typically £600–£1,500 over the structured training period.
A good counsellor meets you monthly, challenges your evidence to standard, and has recent APC panel experience. Ask employers at interview whether the assigned counsellor has an active programme. RICS recommends a separate supervisor and counsellor where possible. Search the RICS member directory to find local practitioners.
“Supervised Route” is older RICS terminology. The current framework uses “Structured Training” for all standard graduate entry: 24 months minimum, quarterly diary reviews, counsellor co-signature, CSE, Case Study, and Final Assessment. The key variable is whether you enter via a RICS-accredited degree (Structured Training directly) or a non-accredited qualification (Preliminary Review first). If referred, you receive written feedback on specific competency gaps and can resubmit at any subsequent window (held 2–3 times per year). There is no limit on resubmissions. Most referred candidates pass at their next attempt with targeted preparation. A referral does not affect your employment.

RICS has mutual recognition with equivalent bodies in Australia, New Zealand, Canada, Hong Kong, Singapore, and the Gulf states, making MRICS broadly portable for international QS roles.
