Is a Functional Skills Qualification Right for Me?

Functional Skills Level 2 in English and Maths is the recognised GCSE equivalent for adults – it is accepted by universities, employers, apprenticeship providers, and professional registration bodies as a direct alternative to GCSE grade 4/C. If you left school without GCSEs in these subjects, or received grades below 4/C, Functional Skills Level 2 is the qualification you need to unlock apprenticeships, teaching roles, NHS employment, degree entry, and a wide range of professional career routes.

  • Level 2 = GCSE grade 4/C equivalent – accepted as the same standard
  • Required for all apprenticeships where GCSE grades 4/C are not held
  • Required for initial teacher training, NHS roles, and many professional registrations
  • Awarded by Ofqual-regulated awarding bodies
  • Online study with invigilated online exam

What Are Functional Skills Qualifications?

Functional Skills are Ofqual-regulated qualifications that assess practical applied competence in English and Maths. Unlike GCSEs, which are primarily academic qualifications with a strong examination focus, Functional Skills are designed to demonstrate real-world application – reading and writing for practical purposes, using numbers to solve everyday problems, understanding data, and communicating clearly.

Functional Skills qualifications were introduced as part of the 14–19 education and skills reform programme and have been reformed and strengthened several times since, with the current Ofqual-regulated versions (Reformed Functional Skills) launched in 2019. The reformed qualifications are more rigorous than earlier versions and are now widely accepted across education and employment as genuinely equivalent to GCSE grades 4/C at Level 2.

Functional Skills are available from Entry Level 1 through to Level 2. At learndirect Pathways, we focus on the two most widely needed levels for adults:

Functional Skills Level 1

Equivalent to GCSE grades 1–3 (D/E/F at the old scale). A strong foundation qualification that demonstrates basic competence and is the entry point for Level 2 progression.

Functional Skills Level 2

Equivalent to GCSE grade 4/C. The threshold qualification accepted by universities, apprenticeship providers, employers, and professional registration bodies as the required English and Maths standard for adults.

Awarding Bodies

Functional Skills are offered by multiple Ofqual-regulated awarding bodies in England. Common providers include Pearson, City & Guilds, NOCN, TQUK, and others. Regardless of which awarding body's certificate you receive, the qualification is regulated to the same Ofqual standard and is equally recognised by employers and universities. learndirect Pathways will confirm the specific awarding body applicable to your course at enrolment.

Who Are Functional Skills Qualifications For?

Functional Skills Level 2 is a gateway qualification – it unlocks other opportunities rather than leading directly to a specific career. The profiles below represent the most common reasons adults take Functional Skills at learndirect:

Adults Who Left School Without GCSE Maths or English

You left school before achieving GCSE English and/or Maths at grade 4/C or above. You are now finding that this prevents you from accessing apprenticeships, applying for certain jobs, or enrolling on further or higher education courses. Functional Skills Level 2 provides the recognised equivalent that resolves this barrier – without requiring you to sit the full GCSE.

Most common use case for both English and Maths

Apprenticeship Applicants and Apprentices

Since August 2020, all apprentices in England who do not already hold GCSE English and Maths at grade 4/C or above must achieve Functional Skills Level 2 in both subjects as part of their apprenticeship programme. If you are applying for an apprenticeship or are already on one, your employer or training provider may require you to complete Functional Skills alongside your vocational training. learndirect can support this requirement with online study and invigilated assessment.

Relevant to all apprenticeship levels

Adults Applying for Teaching, Nursing, or Other Professional Roles

Many professional registration and employment pathways require demonstrable English and Maths at Level 2. Initial teacher training (ITT) providers require GCSE grade 4/C or Functional Skills Level 2 equivalent in English and Maths. NHS employer recruitment processes frequently require the same standard. Functional Skills Level 2 provides the direct qualification evidence these requirements call for.

Common in: teaching, healthcare, social work, and public sector roles

Adults Preparing for Further Study

Many Access to HE Diploma programmes and vocational qualifications at Level 3 and above have English and Maths entry requirements. If you want to study for an Access to HE Diploma, a higher-level care qualification, or a professional management programme, Functional Skills Level 2 provides the entry standard needed to access those opportunities.

Why Study Functional Skills Online with learndirect?

Structured Online Learning – Study at Your Pace

learndirect provides structured online study materials for each Functional Skills subject and level, covering all content areas assessed in the exam. You work through the materials at your own pace, taking practice questions and mock assessments as you go to build confidence before sitting the real exam.

Tutor Support Throughout

You are assigned a tutor who can answer questions, explain topics you find difficult, and mark practice work. Many adult learners find that Maths and English topics they struggled with at school become much clearer with an experienced adult education tutor who can explain things differently and at a pace that suits you.

No Pressure to Sit Before You Are Ready

You sit the exam when your tutor and you agree you are ready. There is no fixed exam date assigned at enrolment, and multiple exam sittings are available throughout the year. This removes the pressure of a single high-stakes exam date and allows you to build genuine confidence before your assessment.

Flexible Access From Any Device

The learndirect learning portal is fully responsive and accessible from desktop, laptop, tablet, and smartphone. Whether you are studying during a lunch break, on a commute, or at home in the evening, your study materials and practice assessments are always available.

Combine English and Maths

Many learners need both Functional Skills Level 2 English and Maths. learndirect can support you to study both simultaneously or sequentially, depending on your current level in each subject and your timeline. Your adviser will help you design the right study plan at enrolment.

Clear Pathway Guidance

learndirect advisers understand how Functional Skills fits into broader qualification pathways. If you are taking Functional Skills as a stepping stone to an Access to HE Diploma, a health and social care qualification, or an apprenticeship, your adviser can map out the full journey and ensure you are on the most efficient route to your goal.

Apprenticeship and Employer Requirements for Functional Skills

Functional Skills Level 2 is one of the most commonly employer-required qualifications in the UK because it is a mandatory component of all apprenticeship standards for learners who do not already hold GCSE English and Maths at grade 4/C.

Apprenticeship Requirement

Under the apprenticeship funding rules published by the Education and Skills Funding Agency (ESFA), all apprentices who do not hold GCSE English and Maths at grade 4/C must achieve Functional Skills Level 2 in both subjects before completing their apprenticeship. This applies to all apprenticeship levels – Level 2 through Level 7 – and all sectors. Apprenticeship training providers typically arrange and fund Functional Skills delivery as part of the apprenticeship programme, but some apprentices choose to achieve their Functional Skills independently before beginning an apprenticeship to remove this barrier upfront.

Employer Minimum Standards

Many employers – particularly in the NHS, public sector, financial services, and education – list GCSE grade 4/C or Functional Skills Level 2 equivalent as a minimum requirement in job descriptions. This is both a practical competence standard and a regulatory requirement for roles in certain sectors. Achieving Functional Skills Level 2 before applying for these roles removes a potential barrier in the recruitment process.

Employer Funding for Functional Skills

Where Functional Skills is required as part of an apprenticeship programme, the cost is typically covered within the apprenticeship funding arrangement. Where an employer requires Functional Skills as a minimum standard for employment or promotion and the employee does not yet hold the qualification, many employers will fund study as part of their standard CPD investment. learndirect can provide employer invoicing and progress reporting to support funded placements.

How to Enrol on Functional Skills

1

Enquire Online or by Phone

Submit an enquiry through the learndirect Pathways website or call the admissions line. Tell us which subject(s) you need (English, Maths, or both) and which level (Level 1 or Level 2). It is also helpful to let us know why you need the qualification – for an apprenticeship, employment, further study, or another purpose – as this helps your adviser advise on the best approach.

2

Speak to a Functional Skills Adviser

Your adviser will call back within one working day. They will confirm the right level for you (sometimes a short diagnostic is useful if you are unsure whether you need Level 1 or Level 2 first), discuss exam sitting options, and confirm the timeline you need to work to – particularly important if you have an apprenticeship start date or a university application deadline approaching.

3

Enrol and Access Your Study Materials

Enrolment is completed online. Your portal login is activated immediately, and your study materials for your chosen subject(s) and level are available from day one. You also receive access to practice papers and mock exam questions to use alongside your subject study.

4

Study, Practise, and Sit Your Exam

You work through your study materials at your own pace, supported by your tutor. When you and your tutor agree you are exam-ready, you book your invigilated online or centre-based exam. Results are typically available within a few weeks of sitting. If you do not pass first time, you can resit – your study materials and tutor support remain available throughout.

Functional Skills – Frequently Asked Questions

Is Functional Skills Level 2 actually the same as a GCSE grade 4/C?

For the purposes of employment, apprenticeships, and most university entry requirements in England, yes. Ofqual regulates both Functional Skills and GCSEs, and Level 2 Functional Skills is defined as equivalent to GCSE grade 4 (the old grade C). The Department for Education, the Education and Skills Funding Agency, NHS England, and the vast majority of UK universities and employers accept Functional Skills Level 2 as meeting the same standard as GCSE grade 4/C. There are a small number of specific contexts – such as entry to a Russell Group university's most competitive degree programmes – where a GCSE grade 5 or above may be specifically required rather than the general Level 2 standard, but for the great majority of purposes, Functional Skills Level 2 is fully equivalent.

Do I need to sit a timed exam for Functional Skills?

Yes – unlike many other learndirect qualifications, Functional Skills Level 1 and Level 2 are assessed through invigilated exams. This is an Ofqual requirement for all Functional Skills qualifications at Level 1 and Level 2. The exam is typically taken online through an approved invigilated platform, or at an approved exam centre. Your adviser will explain the available exam sitting options for your subject and level at enrolment. The preparation phase – which includes all the online study materials, practice papers, and tutor support – is entirely self-paced and can be done from home.

How long does it take to complete Functional Skills Level 2?

The preparation time varies significantly depending on your current level of knowledge. Most learners preparing from a strong Level 1 foundation spend 6–12 weeks studying before they are ready to sit the Level 2 exam. Learners who are starting from a lower base, or who have been out of formal education for many years, may need 12–20 weeks. Your tutor will help you assess your current standard at the start of your studies and set a realistic target exam date. The key advantage of the learndirect model is that you sit the exam when you are ready – not on a fixed date set at enrolment.

Should I start at Level 1 or Level 2?

If you already have a reasonable working knowledge of the subject – you use English or Maths regularly in your daily life or job – it is usually appropriate to study directly for Level 2. If you are less confident with the fundamentals, starting at Level 1 provides a structured step-up that avoids the frustration of attempting Level 2 material before the foundations are in place. Your learndirect adviser can help you assess the right starting point. A short initial diagnostic assessment – available at no cost – can confirm your current level in each subject and guide the decision.

I need Functional Skills for an apprenticeship – how quickly can I achieve it?

Motivated learners with a strong existing foundation in English or Maths have achieved Functional Skills Level 2 in as little as 4–6 weeks of focused preparation. If you have an apprenticeship start date in mind, tell your adviser when you enquire so they can help you plan a preparation schedule that meets your timeline. It is important to start your Functional Skills study as early as possible relative to your apprenticeship start date – leaving it until you have already started your apprenticeship can create unnecessary pressure alongside your vocational training.

Can I study Functional Skills English and Maths at the same time?

Yes – many learners study both simultaneously. The learning portals for English and Maths are separate, and you can progress through each at a different pace. Some learners find they are stronger in one subject than the other and reach exam-readiness in the two subjects at different times, which is perfectly fine. You sit each exam when you are ready for that particular subject, independently of the other. Your study plan for both subjects is set up at enrolment with your tutor.

What happens if I don't pass the exam on the first attempt?

You can resit Functional Skills exams. If you do not pass on your first attempt, your tutor will review your exam performance with you (using the feedback available from your assessment), identify the specific areas that need further work, and help you prepare a revised study plan before your next sitting. There is no limit on the number of resits, and your learndirect study support continues throughout. Many learners pass on their second or third attempt after focusing on the specific gaps identified from their first sitting.

Do universities accept Functional Skills Level 2 for degree entry?

Yes – the great majority of UK universities accept Functional Skills Level 2 as meeting their English and Maths entry requirements, provided other qualifications (such as an Access to HE Diploma) meet the degree-level entry criteria. For most undergraduate degree programmes, Functional Skills Level 2 satisfies the same requirement as GCSE grade 4/C. If you are applying for a highly competitive programme (medicine, dentistry, law at a Russell Group university), you should check that institution's specific entry requirements, as some programmes specify GCSE grade 5 or above as the minimum. Your learndirect adviser can help you confirm the requirements for your target institution and programme.
