What are Higher Technical Qualifications?

A Higher Technical Qualification (HTQ) is a Level 4 or Level 5 technical qualification developed in collaboration with employers and approved by Skills England. Introduced in 2022, HTQs carry a government quality mark that guarantees they meet the specific knowledge, skills, and behaviours required by industry – making them directly equivalent to the first two years of a university degree.
HTQs are based on the same employer-designed occupational standards as degree apprenticeships, but unlike apprenticeships, you do not need to be employed to study one. They are fully funded through Student Finance England – the same government loan system used by university students – meaning you pay nothing upfront and repay only after your annual income exceeds £25,000. As defined by gov.uk, HTQs are “qualifications at Level 4 or 5 that have been approved against employer-led occupational standards.”
With only 10% of UK adults holding a Level 4 or 5 qualification – among the lowest rates in the OECD – HTQs represent a significant skills gap that employers are urgently trying to close. What are Higher Technical Qualifications (HTQs)?

Are HTQ courses funded by Student Finance?
Yes. All three stages of the Online Degree Pathway – Level 4 HNC, Level 5 HND (the HTQ), and the top-up degree year at a partner university – are eligible for the higher education Student Finance offer through the Student Loans Company (SLC). You can access a government tuition fee loan for 100% of your course costs with nothing to pay upfront. You may also be eligible for a maintenance loan for living costs. Can I progress from an HTQ to a full degree?
Absolutely. Our Online Degree Pathways are designed to be stackable. You begin with a Level 4 HNC (Year 1), advance to a Level 5 HND (Year 2) – which carries the HTQ quality mark – and then complete a one-year top-up at one of our partner universities to achieve a full bachelor's degree. Upon completing Levels 4 and 5 with us, your place at a partner university is guaranteed. Partner institutions include The Open University, Arden University, London Metropolitan University, ARU London, UCLan, and the University of Bolton.
Who is eligible to apply for an HTQ online course?
HTQ programmes typically welcome applicants who are 18 or older with Level 3 qualifications (such as A-Levels, a BTEC Extended Diploma, or equivalent) and GCSE-level English and Maths at grade 4 or above. Relevant work experience and Recognition of Prior Learning (RPL) may also be considered for those without traditional academic qualifications – making HTQs ideal for career changers and mature students. Currently, HTQ programmes are primarily available to UK residents due to Student Finance eligibility requirements.
How long does an HTQ take to complete?
Each level of the HTQ typically takes 9–12 months to complete. The programme is structured around 8 units per level, with 9 weeks per unit (2 units per term), giving you 36 weeks of structured study per year with planned breaks for the summer and festive season. This means you can earn your Level 4 HNC in approximately one year, add the Level 5 HND (HTQ) in a second year, and complete a top-up degree in a third year – finishing with a full UK honours degree in just three years total.
Are HTQs recognised by employers?
Yes – in fact, employer recognition is the defining feature of HTQs. They are built against Skills England's occupational standards, which means employers helped design the curriculum to ensure graduates have exactly the skills the labour market needs. Research shows HTQ graduates earn £2,700–£5,100 more per year at age 30 than comparable degree holders. What is the difference between an HTQ and an apprenticeship?
Both HTQs and degree apprenticeships are built on the same employer-designed occupational standards – but there are key differences. With an HTQ, you do not need to be employed: you fund your study through Student Finance (a government tuition fee loan). With an apprenticeship, you must be employed and your employer funds the cost. HTQs offer more flexibility: you can study 100% online with no off-the-job training requirement, there's no need to find an employer willing to sponsor you, and you can complete your studies while working in any sector.
