Higher Technical Qualifications (HTQs) are Level 4 and Level 5 qualifications approved by Skills England that have been developed with employers to meet occupational standards in specific technical fields. They include Pearson HTQ qualifications at Level 4 and Level 5, sit between A levels and degrees, and carry the official HTQ quality mark. HTQs starting from September 2023 are eligible for the same Student Finance as a university degree.

Five key facts every prospective learner should know
How HTQs Work
HTQs follow a structured two-level qualification framework – and can be stacked into a full degree.
Higher National Certificate (HNC)
8 units of study, each roughly 9 weeks
Typically 9–12 months to complete
120 credits at Level 4
Portfolio-based assessment – no exams
Entry requires Level 3 qualification (A-levels, Access to HE, BTEC L3)
Equivalent to Year 1 of a university degree
Year 1 alone is a valuable, industry-recognised qualification
Higher National Diploma (HND)
8 further units of study
A further 9–12 months
120 additional credits at Level 5
Carries the official HTQ quality mark
Approved by Skills England against employer occupational standards
Equivalent to Year 2 of a university degree
Top-Up Degree
One year at a partner university
240 existing credits recognised
Full Bachelor's (Hons) degree awarded
Partners include OU, Arden, LMU, ARU London, UCLan, Bolton
Student Finance funded – same as any degree year
Full degree in one additional year
The full pathway: Study Level 4 for 9–12 months, then Level 5 for a further 9–12 months. Both levels are part of the HTQ programme and are industry-designed by employers. Even completing Year 1 alone gives you a nationally recognised, career-ready qualification – so you can progress at your own pace with less risk than committing to a three-year degree. You'll have 240 university credits – enough to skip straight to the final year of an Honours degree. The entire three-year journey from zero to a full degree can cost £7,500+ less than a traditional university degree, all funded through Student Finance with nothing due upfront.
Who Are HTQs For?
HTQs are designed for anyone who wants a high-quality, employer-recognised qualification without committing to three or four years on campus.
Career Changers
You're working in one field but want to move into digital, healthcare, or management. HTQs let you retrain at degree level without quitting your job – study online, at your pace, while earning.
- → Already hold a Level 3 qualification (in any subject)
- → Want recognised, employer-designed credentials
- → Need flexibility to study around work and family
School Leavers (18+)
You've finished A-levels or a BTEC Level 3 and want a practical, career-focused qualification – without the cost and commitment of a three-year university degree. HTQs get you industry-ready in 9–12 months.
- → Aged 18+ with Level 3 qualifications
- → Want to earn while learning – or start earning sooner
- → Prefer practical, skills-based learning over academic theory
Professionals Upskilling
You're already working in your sector but lack formal qualifications to advance. An HTQ gives you the accredited credentials to move into management, specialist roles, or higher pay bands.
- → Have work experience that may count towards entry
- → Want a qualification that employers specifically recognise
- → Need a part-time, flexible study option
HTQs have no upper age limit and are designed to be accessible to adults at all career stages. Entry requirements are a Level 3 qualification or equivalent work experience assessed by the provider.
The HTQ Quality Mark
Not every Level 4 or 5 qualification is an HTQ. The quality mark is what distinguishes an approved HTQ from other higher education qualifications.
What the HTQ Quality Mark Means
The HTQ quality mark is awarded by Skills England (which took over from the Institute for Apprenticeships and Technical Education, IfATE, in 2025). A qualification can only use the HTQ mark if it has been rigorously assessed against the relevant employer-designed occupational standard for a specific technical role.
The mark is your guarantee that the curriculum was shaped by the employers who actually hire for these roles – not just designed by academics.
- Developed with – and approved by – industry employers and Skills England
- Mapped to an official occupational standard covering what the job actually requires
- Assessed by a rigorous external body (awarding organisations such as Pearson)
- Eligible for Student Finance England funding (for courses starting September 2023 onwards)
- Recognised by the Office for Students (OfS) registered providers for HE funding eligibility
learndirect Pathways HTQs are delivered via Pearson BTEC Higher Nationals – which carry the HTQ quality mark as approved by Skills England. Pearson has the largest portfolio of approved HTQs in England, with 47 qualifications across 8 sectors. See Pearson's approved HTQ list →

Frequently Asked Questions
The most common questions about Higher Technical Qualifications, answered.
An HTQ (Higher Technical Qualification) is a Level 4 or Level 5 qualification – such as a Higher National Certificate (HNC) or Higher National Diploma (HND) – that has been approved by Skills England against employer-designed occupational standards. HTQs sit between A levels and degrees on the qualifications framework, and are eligible for the same Student Finance funding as a university degree for courses starting September 2023 or later. They carry the official HTQ quality mark logo, which is the assurance that the qualification meets employer requirements for specific technical occupations.

Yes. HTQ courses starting from September 2023 are eligible for the same Student Finance England undergraduate support as a university degree – including a Tuition Fee Loan and a Maintenance Loan. Repayment only begins once you earn over £25,000 per year. From January 2027, the Lifelong Learning Entitlement (LLE) will replace both HE Student Finance and Advanced Learner Loans, giving learners a personal £37,000 entitlement (equivalent to 4 years of fees) that can be used flexibly up to age 60. The HTQ quality mark is the official logo awarded by Skills England to qualifications that have been assessed and approved against a specific employer-designed occupational standard. It is only applied to the Level 5 HND – the full Higher Technical Qualification tier. Not all Level 4/5 qualifications carry it; only those that have passed the approval process. When you see the HTQ quality mark on a course, it means Skills England has verified that the qualification teaches what employers in that sector specifically need. learndirect Pathways' HTQ courses use Pearson BTEC Higher Nationals, which are approved and carry the official mark.
Each level of an HTQ typically takes 9 to 12 months to complete. The Level 4 HNC (Year 1) is 9–12 months, and the Level 5 HND – the actual HTQ-marked qualification (Year 2) – takes a further 9–12 months. Each level consists of 8 units of study, each approximately 9 weeks long, totalling around 36 weeks of active study per year. With learndirect Pathways' flexible online format, you can study at whatever pace works for your life and commitments. After completing both levels, you have 240 credits and can top up to a full Bachelor's degree in just one more year at a partner university.
