What is an HTQ (Higher Technical Qualification)?

A Higher Technical Qualification (HTQ) is a government-endorsed Level 4 or Level 5 technical qualification developed in direct collaboration with employers and approved by Skills England. HTQs carry a quality mark confirming they meet specific occupational standards and deliver the skills that industries actually need – not theoretical content developed in isolation from the workplace.

Introduced in 2022 as part of the government's reform of post-18 education, HTQs represent a practical, employer-focused alternative to three-year university degrees. They are based on the same employer-designed occupational standards as apprenticeships, but do not require you to be in employment – making them accessible to school leavers, career changers, and professionals looking to retrain or upskill.

Are HTQs the same as a degree?

HTQs are not full bachelor's degrees, but they are a recognised and well-funded stepping stone to one. A Level 4 HTQ (Higher National Certificate, or HNC) is equivalent to the first year of a degree, and a Level 5 HTQ (Higher National Diploma, or HND) is equivalent to the second year. Both levels together represent two thirds of a full undergraduate degree in terms of credit volume and academic standing.

Once you complete both levels with learndirect Pathways, you are eligible to progress directly to the final (top-up) year at one of our partner universities – including the Open University, Arden University, London Metropolitan University, ARU London, UCLan, and the University of Bolton – and graduate with a full BA or BSc (Hons). Who approves HTQs?

HTQs are approved by Skills England (formerly the Institute for Apprenticeships and Technical Education), acting on behalf of the Department for Education. To receive the HTQ quality mark, a qualification must be independently assessed against employer-designed occupational standards – meaning it has been scrutinised to ensure it delivers the specific knowledge, skills, and behaviours that industries require.

What level is an HTQ?

HTQs exist at Level 4 and Level 5 on the Regulated Qualifications Framework (RQF). These levels sit above A-Levels (Level 3) and below a full bachelor's degree (Level 6), making them the higher education entry point for those who want to advance beyond secondary qualifications without committing to a three-year degree from the outset.

Level 4 (Higher National Certificate, or HNC) is equivalent to the first year of university, earning you 120 credits. Level 5 (Higher National Diploma, or HND) is equivalent to the second year and earns you a further 120 credits – and it is at Level 5 that the HTQ quality mark is awarded by Skills England. Together, Levels 4 and 5 form 240 credits, positioning you perfectly to enter Year 3 of a degree programme at a partner university and achieve a full honours degree.

Only 10% of UK adults currently hold a Level 4 or Level 5 qualification – one of the lowest rates in the OECD. Completing an HTQ places you in a genuinely differentiated position in the labour market.

Student Finance & Funding

How government-backed loans work for HTQs, what you can claim, and when you start repaying.

Are HTQs funded through Student Finance?

Yes. All three stages of the learndirect Pathways Online Degree Pathway – Level 4 (HNC), Level 5 (HND), and the top-up degree year – are eligible for Student Finance through the Student Loans Company (SLC). This means you can secure a government-backed tuition fee loan that covers 100% of your course fees with nothing to pay upfront at any stage of your studies.

This is one of the most significant financial benefits of the HTQ route. You are accessing the same government funding mechanism as traditional university students, but studying at a fraction of the cost – our fees are approximately £6,500–7,200 per year compared to the standard £9,250 at most UK universities. Over three years, this represents a saving of more than £7,500 in tuition costs alone, before accounting for accommodation and other university expenses you avoid by studying online.

How do I apply for Student Finance for an HTQ?

You apply for Student Finance directly through the Student Loans Company (SLC) at gov.uk/student-finance. The application is completed online and requires your course details, personal information, and confirmation of your enrolment. Because the SLC can take several weeks to process applications, we strongly recommend starting your Student Finance application at the same time as your learndirect Pathways application – not after you have been offered a place.

They can also answer questions about eligibility, particularly if you have previously accessed student loan funding or have a non-standard residency situation. When do I start repaying my Student Finance loan?

Repayment of your tuition fee loan begins only after you have completed your studies and only when your annual income exceeds £25,000. Below this threshold, no repayments are taken – automatically and without any action on your part. If your income ever falls back below £25,000 (for example, if you change jobs or work part-time), your repayments stop immediately and resume only when your income rises again.

Repayments are income-contingent: you pay a percentage of everything you earn above the £25,000 threshold, not a fixed monthly amount. This makes the loan very low risk compared to commercial borrowing – your repayments scale with your ability to pay. Any remaining loan balance is written off after a set number of years regardless of how much has been repaid. For most working adults, the effective cost of the loan is substantially less than the face value.

Can I get a maintenance loan alongside my tuition fee loan?

Yes, depending on your circumstances, you may be eligible for a maintenance loan from the Student Loans Company in addition to your tuition fee loan. Maintenance loans are designed to help cover living costs – such as rent, food, bills, and transport – while you are studying. They are subject to means testing, which means the amount you receive can depend on your household income and where you live.

Eligibility for a maintenance loan alongside an HTQ follows the same rules as for a traditional degree, since HTQs access the same Student Finance package. Because you are studying online from home, you may find your living costs are considerably lower than those of a campus-based student, which means the maintenance loan goes further. Is the top-up degree year also funded through Student Finance?

Yes. The top-up degree year completed at one of our partner universities is also fully eligible for the same Student Finance package as your Level 4 and Level 5 studies – including both a tuition fee loan and a maintenance loan. This means all three years of your journey, from Level 4 HNC through Level 5 HND to a full BA or BSc (Hons), can be funded by Student Finance with no upfront costs at any stage.

How does online delivery work?

Your HTQ is delivered entirely through our secure online learning platform, accessible 24 hours a day, seven days a week, on any device – laptop, tablet, or smartphone. There are no fixed lecture times and no mandatory campus visits. You access your learning materials, submit assignments, communicate with tutors, and track your progress all in one place.

Each level is structured across eight units, with two units studied per term over nine weeks each, giving you 36 weeks of active study per year. Scheduled breaks for the summer and the festive period are built into the calendar, so you always know what is ahead. Learning materials include digital textbooks (accessed via Kortext), video content, written resources, and practical activities designed to connect theory to real workplace scenarios. How am I assessed on an HTQ?

HTQs are assessed primarily through coursework assignments rather than traditional end-of-year written examinations. This reflects the practical, employer-focused design of the qualifications – the aim is to demonstrate that you can apply knowledge and skills in realistic workplace contexts, not simply recall information under exam conditions. Assignments are submitted online through the learning platform and assessed by South Essex College Group tutors, who return written feedback to support your development.

Because assessment is ongoing throughout each unit, you build your qualification progressively. This also means there is no single high-stakes exam that determines your entire outcome – your grade reflects a body of work produced over time, which is both fairer and more representative of your actual capabilities. This assessment approach is one of the reasons HTQs are highly regarded by employers, who recognise that candidates have demonstrated competence rather than test-taking ability. How long does each level take to complete?

Each level – Level 4 and Level 5 – typically takes 9 to 12 months to complete. Each level consists of eight units, studied over 36 weeks of active learning, with breaks built in for the summer and festive periods. This gives you a clear, predictable study calendar from day one. Working adults who dedicate consistent time to their studies each week typically complete each level within the 12-month window.

The total journey – both levels plus the top-up degree year – spans approximately three years, which is the same duration as a traditional university degree. However, the critical difference is that you can remain in employment throughout the HTQ stages, earning while you learn, and you save substantially on both tuition fees and the accommodation costs that campus-based study requires. Once you have completed both levels, your place in Year 3 at a partner university is secured, and you can begin the final chapter of your degree journey on your own terms.

Can I take Year 1 (Level 4 HNC) as a stand-alone qualification?

Yes. The Level 4 Higher National Certificate (HNC) is a fully standalone, nationally recognised Pearson qualification that has genuine value in the workplace in its own right. If you choose to stop after Level 4, you will hold a Level 4 qualification from the world's largest awarding body – a real credential that supports career progression and salary advancement in many sectors. You would not be required to continue to Level 5 if your circumstances change.

That said, the learndirect Pathways programme is designed as a seamless, stackable journey, and the additional benefits of continuing to Level 5 are significant. Level 5 earns you the HTQ quality mark – the government's endorsement of workplace relevance – and opens the door to university progression and a full degree. Can I progress to a full degree after completing an HTQ?

Absolutely. The learndirect Pathways Online Degree Pathway is built specifically as a stackable route to a full bachelor's degree. Once you successfully complete Level 4 and Level 5, your place in the final year at one of our partner universities is secured. You enter university at Year 3 – having already completed the equivalent of Years 1 and 2 through your HTQ studies – and graduate with a full BA or BSc (Hons). This is the same degree title as a student who spent three years on campus.

This pathway saves you approximately £7,500 on tuition fees compared to three years at a traditional university, while also allowing you to avoid the substantial accommodation, food, and transport costs of campus life.
